Abstract
The phenomenon of development has evolved from the criteria of meeting the basic needs of human beings, such as nutrition, housing, education and security, to the criteria of human development, education, gender equality, the use of technology, governance and efficiency criteria. However, the path followed by the theory of economics, the problems of production vs distribution, the manner of questioning and the interpretation of the results are based on the paradigm created by the patriarchal system. It is generally thought that this paradigm problem is the basis of current debates which question the growth, development and welfare of humanity. In the study, respectively, development, economic growth and labor concepts were analysed. From the Sovereign Economy to the present day; economic progress, refraction and continuity are examined. The concept of “labour”, which constitutes the core of development criteria and work, is discussed from the perspective of labour force response to innovations that are being implemented at a fast pace never seen before. The concept of labour is firstly described in this text within the concept of “labor equality”. The aim of the study is to show why and how the paradigm shift occurred in the problem of production and distribution. Since we do not possess any exact knowledge about how the concept of labour would look like without or outside the patriarchal system, this answer needs to be yet discovered. In this study, the analytical philosophy method was employed in accordance with conceptual analysis. The study is expected to contribute to the theory of labour, to the theoretical infrastructure of development and to the development of widely applicable development policies.

Bilindiği gibi kalkınmanın amacı adil, güvenli ve huzurlu bir yaşam ortamında, temel hak ve özgürlükleri güçlendirmek, insanların hayat standartlarını yükselterek toplum refahını artırmak ve bunu kalıcı kılmaktır. Bu çalışmada, kalkınma sürecinde olan insanlığın, tarih öncesi toplumlarında; toplumsal hayatta başlayan eşitlik kavramının günümüze kadar korunamayıp, neden ve nasıl bozulduğunu çözümleyerek, tekrar sağlanması konusunda gerekli koşulların durumu sorgulanmakta, öngörüler sunulmaktadır.
